New iphone 4 3G

HI can anyone help me with my Problem.... i got this fone from someone for a present.. My Cydia and Safari dont work.. my 3G is also f... please help .

Or try resetting your phone to factory settings: Settings > General > Reset > Reset All Settings

Make sure you backup everything, contacts, apps etc... just to be safe.
