I'm on a MTN contract and a have Cell C LTE data package at home. During loadshedding I have absolutely no service, can't even phone to open my gate. Both networks drop to no service. I stay in Centurion Eldoraigne, not some rural area... Who can I contact to launch a complaint? Surely after all these years of loadshedding they must have backup generators or battery at the reception towers? Would really be nice to be able to use data while in the dark...

Wait so if they don't replace them any more then what is supposed to happen? Just no service?

Battery theft is a problem so they don't replace stolen backup batteries from cell towers anymore..

Good luck..
^This. With the insane costs to replace the batteries and how quickly they get stolen again it seems the networks are not in a rush to replace.

ICASA does not have SLAs with the network operators. There are certain conditions in the operating licences but they do extend to the point where you should call them SLAs.
