Ask them how far you are from the DSLAM instead of how far you are from the Exchange.

Your ADSL modem connects to the DSLAM via ADSL technology, and then the DSLAM connects to the Telkom Exchange via fibre or some other tech.

ADSL's distance limit (from your home) to the DSLAM is around 4.5km (or 60dB downstream line attenuation).

Lastly, even if you are paying for 1Mbps ADSL, you can always ask Telkom to put you on the 512kbps profile, which would imply that your ADSL modem won't be able to connect at a speed faster than 512kbps down / 256kbps up. This should fix your stability issue or at the very least improve it.
 
Thanks for the tip Pada but I did exactly that.. Lowers my speed from 1MB > 512KB and the problem still doesn't wanna go away.. Its making me go insane 2 months and I can barely work.
