You need a lot of resources to get the kind of maps these devices use and will use in future.I suppose instead of complaining about which commercial provider is better... why not contribute to an open source alternative? We need more mappers in the OpenStreetMap project:

We've made good progress in South Africa already, but there's a long way still to go.
Summary:
1. Free data... can download source data. Minutely updates available.
2. Completely driven by volunteers
3. If you see something that is incorrect, you can go change it immediately
4. Over 115 000 registered mappers world wide
There are conversions to put the data on Garmin devices, but nothing that i've used yet.
Go take a look at the detail in the UK and Germany. We're trying to get there here in SA.
WHichever is better Tom tom or Garmin, not important. You do get updates. Whatever you do, DO NOT BUY A MIO. I bought one almost 2 years ago and there are no updates. Now MIO is introducing new units into the market, but has not made any plans to update the maps on their existing units. Biggest bunch of crooks.
