Speaking at the recent ITWeb broadband conference, Reynolds – a world renowned telecommunications expert - said that he was surprised at the bitcaps (simply known as caps locally) in South Africa. “The highest bitcap I could find from Telkom is 4 GB. That is nothing,” Reynolds said.
Dr Tim Kelly at the ADSL tea and cake sessions way back in 2005 said the same thing. Paris an all his merry men/woman were there.

ICASA/DoC just don't want to listen, our ADSL regulations are more than enough proof of that.
But Telkom IS my ISP. Why can't they just get on with it?Telkom have the usual response, it's all in place on their side and it's up to the ISP to resolve the issue. That's been their response in the past.
Ho-hum. Do you guys really think ICASA, Telkom or the government gives a ****.
