Honestly, I'd play a 4-4-1 against City and Bayern in an attempt to bolster the middle.

4-4-1-1

Rafael, Ferdinand, Jones, Evra
Valencia (if available), Carrick, Fellaini, Young
Rooney
Welbeck

I believe this team would offer far more midfield resistance than one featuring Mata/Kagawa behind Rooney. The left side horrifies me but I believe he (Young) is the best alternative without crippling the middle and a good game against West Ham doesn't mean Buttner is up for Zabaleta and Navas. On the back of the Liverpool game I do not believe Zanuzaj is physically and mentally ready for big-boy moments as he was isolated and bullied by Liverpool. You could play Welbeck on the left but then you lose Rooney's presence in the middle as he'd have to lead the line with the defensively deficient Mata or Kagawa slotting in at 10. Could maybe get away with Kagawa at 10 and Welbeck on the left as Kagawa, while no Rooney, seems a little more eager to drop back than Mata does.

Mata is an irrelevance, given that he is cup-tied (Only for the Bayern game, mind).

Individually targeting people responsible is a tricky thing to do at present. A stadium ban sends out a public message and is aimed at getting fans to monitor both their own behaviour, and those of their compatriots, lest they want another seat reduction. Pleading ignorance to something like that is just poor form.

The problem is the fine. It's such a paltry figure. The fines should be steeper, to incentivise clubs into dealing with these issues more thoroughly.

Against Bayern, yes, but I still feel they'll be susceptible to City's midfield. Liverpool ran roughshod over them and City's midfield packs even more heavy weaponry.

Could probably get away with Kagawa behind Rooney and Welbeck on the left of a four man midfield against Bayern.

Alternatives?

Zanuzaj was abused by Liverpool. Zabaleta and Navas will shred him. He certainly will not be able to deal with Zabaleta physically. Nani? He's been out for a while and the left side isn't exactly his best side. It really comes down to Young or Welbeck. Or Kagawa, but he doesn't like it out there either.

It didn't help that Mata was played on the wing, though...

Could probably get away with Kagawa behind Rooney and Welbeck on the left of a four man midfield against Bayern.

Agreed, like Kagawa being out wide does not get the best out of him but I doubt Mata would've offered any more resilience in the middle as that is not his forte.
 
Lots of talk about William Carvalho atm, 37 million pounds is the number being thrown around.
