You're confused, but it's understandable.
There is an Israeli secular law ban of Jews praying at the Temple Mount as part of the Israeli-Jordanian peace treaty.
Completely separate from the religious leaders issuing an edict that Jews shouldn't visit the site.
It's the former that's enforced by Israel, not the latter.
From your Wikipedia reference:
Furtive worship at the compound used to be a rare sight, primarily because of a rabbinic ban: for years, rabbis prohibited believers from ascending the Temple Mount for fear that their tumah—a state of ritual impurity that occurs when one has come into contact with a dead body or with certain bodily fluids—would contaminate the site.
You mean the same Abbas who said this on Friday in the West Bank town of al-Bireh, "This is our mosque and the Jews have no right to enter it and defile it,” he said. Remember he's speaking about the Temple Mount, in the centre of Israel's capital.
Or the Abbas who equated Zionism with Nazism or perhaps the Abbas who, depending on the audience, still denies the holocaust. Yeah, he's much better than the "broken Israeli government"
This seems to be the law that's used. It doesn't say anything about only Muslims being allowed to pray there, but it seems that was the practical result that followed.
And I can't find anything in the treaty itself about it.
But do you think the religious ban has nothing to do with it? Jews have been praying at the wall since the destruction of the 2nd Temple in 70AD. It's not like it's a new measure to try and accommodate Muslims.

So for the most part Jews haven't been praying there anyway. Sounds like it was a politically useful policy to put in place as it made religious and political sense.
The fact remains that by Israeli law, Jews are not allowed to pray at the Temple Mount. And the fact also remains that this is as a result of keeping peace with the Arabs. Doesn't matter how you twist it.
This said, where two nations denies human rights to each other. I don't pick any side here, both sides are wrong and there is zero consensus between the two to seek a viable solution in order to promote integration. In this scenario, there will always be unrest, violence and probable war.
OrbitalDawn covered the Temple Mount debacle between the territories in his posts. Then also the old city (walled) in the new city (Jerusalem). It is clear that disturbances between the two nations are caused due to religious, political and ideological reasons, each denying the other.
I did mention that Abbas had his quirks while the PLO was dominant, which was also the time the Muslim Brotherhood had the opportunity to politically launch Hamas to represent them amongst the Palestinians. There is much history here.
I do question how the Israeli government is structured, minority parties ordering the IDF, the IDF practising their own legal rights above the government. Radical parties issuing 'illegal' occupation... tell me, what is going on here?
Mate, there is no synagogue on the Temple Mount.
There is the Dome of the Rock (big golden Mosque seen in most pictures of the Old City), and Al Aqsa (the greenish domed mosque).
No synagogue at all. Jewish worshippers pray at base of the Western Wall - outside the Temple Mount complex.
Get your facts straight.
Yeah, by their own religious restrictions. Doesn't matter how you twist it.
Right wing secular Israelis don't care about religious restrictions. So you're wrong.
Your entire hypothesis is incorrect. You equate Israel, a democracy that has constitutionally mandated equality for all its citizens, irrespective of religion or race, with that of the Hamas and Fatah, both of whom call for the destruction of the state of Israel. And in the case of Hamas for the death of all Jews (as per article 7 of their covenant.)
The PA has a policy of wanting a Judenrein West Bank (an area that was ruled by Jordan, before being won by Israel in a defensive war) and has laws that mandate the death penalty for anyone selling land to Jews. Compare that to the full and equal rights of all Arab Israelis. Your claim that minority parties "order the IDF" is wrong; the ministry of defence gives orders. The Liberal/left wing Supreme Court of Israel reviews all IDF policies, and has often revoked or changed them. Israel prosecutes those of its citizens who have attacked Arabs; the PA in contrast lauds the killers of Jews as national heroes.
Right wing secular Israelis don't care about religious restrictions. So you're wrong.
Right wing secular Israelis aren't the Jews that want to pray at the Temple Mount. So you're wrong. Prayer is banned there by their own religious restrictions.
So by your reckoning, nobody Jewish wants to pray on Temple Mount, and thus there's no issue?
(Your false reckoning).
Chief Rabbinate sources said the reaffirmation of the decades-old restriction against entering the site where the Holy Temple once stood was issued out of purely religious reasons and had nothing to do with political considerations or Muslim sensitivities.
“The chief rabbis decided to reaffirm this prohibition, which has been in place since before the the state was founded and certainly before the area was captured in 1967, only because of considerations regarding religious purity laws,” a source in the Chief Rabbinate told The Times of Israel. “It has absolutely nothing to do with the political situation. It is not that the chief rabbis were worried about the Middle East going up in flames, or the way the police treats Jewish worshipers there, or anything of that sort — it’s entirely based on religious law.”
its simple:
Why don't you quote me the Judenrein West Bank policy by the PA?
Reading your post, it is equality to occupy (and empower eviction orders) the territories in dispute which is why there are active sanctions by the EU, also conditions disputed by the UN. Am I wrong?
The last eviction order was campaigned by the Yisrael Beiteinu and The Jewish Home political parties, the same parties which called on the reoccupation in the Gaza Strip. It was their notion to expropriation the approx. 1,000 acres which was announced by Netanyahu on which the IDF responded. It is the IDF Civil Administration taking to their own MoD policies to increase state-ownership by expropriation West Bank lands.
So tell me on what basis is the Israeli Supreme Court,
1) Liberal, and
2) Left-wing?
While you are at it providing me answers to the above questions, provide me the equality policies by the Yisrael Beiteinu (12 / 120 seats in Knesset) and The Jewish Home (12 / 120 seats in Knesset)?
Palestinian Land Law calls for the death of those who sell land to Jews. Abbas is on record of saying no Jew would be welcome in a future Palestinian state.
I hope you are able to differentiate between Israeli law which mandates equality, and manifestos of minority political parties. Also, I hope you admit that no Israeli political party has anything resembling Hamas' covenant, which calls for the murder of all Jews.
