T add to above post, some sites have PDF files/pages, will those be counted as downloads or browsing?

Will it not be possible to allow downloads but smaller sizes, like lets say restrict to 2-3 mb files
What about FTPing to you web host that is international,do I have to use a
browser,can I not use a FTP client.
