Yes and no..

Yes, he is the ANC president.

No, he will not be president of SA unless he recalls Zuma and only wants to serve one full length term. Alternatively he waits till elections 2019.

Personally I suspect Zuma will be recalled (corruption charges being reinstated with Shaun the sheep gone) and a 3rd party made president for the period till elections (not the newly elected deputy). If this happens expect a cabinet reshuffle and Gigaba being gone before budget speech.

Even if he doesn't recall Zuma, he will be the president of South Africa.

There is an election that needs to be won. Regardless of who wins today, the ANC brand I will be dragged thru the dirt in the next 12-18 months as civil and state cases against Zuma hit hard. This will dissuade voters in a big way.. A CR win just means lesser loss for the ANC.

Since the election is democratic (till now) you can’t technically say CR is guaranteed to be president. Hell he may be assassinated before even (equally likely as a rigged election I’d say with dirty laundry coming out)

If I recall correctly a part term = 1 of 2 (max) terms which is why I also double he will step up. Additionally lack of presidential pardon can be placed someone else plate providing CR a ‘cleaner slate’ compared to being directly involved in cases against Zuma.. basically a fall guy is needed

The chances of the ANC winning the 2019 elections, is pretty much a done deal.
