I know cooling's an issue, but the Intel Dual Cores and Core 2 Duo apparently overclock quite well on stock cooling, and I'm not really intending to push it really far, I just want a faster processor for less.
Here http://www.legionhardware.com/document.php?id=653 they got 3ghz with E2160 on stock cooling, 3.4 with a slight voltage and cooler upgrade, though they do mention the Cooler+CPU price makes it perhaps more worthwhile to get a better CPU to begin with.
Most other Intel Dual Core overclocks on reviews I've read are that good.
Anyway +-3GHz is cool for me. I'm sure it will beat a AM2 4000+ X2 at stock speeds, by quite a ways judging from that result.
And I didn't know the HD3850 was that good, I thought it would be significantly less than 8800gts. I thought 8800gts was just under 8800gt performance wise. And HD3850 just above 8600gts?
