So is his idea getting Sentech to burn R800 million on a network that probably won't work? Why not look at some incentives for companies to get in to rural areas and discounts for schools? A tax rebate for ISPs that give schools cheap access and incentives to regional ISPs to get involved. Wireless frequency allocation to smaller ISPs who can supply rural areas combined with tax breaks and other financial incentives would be the way to go. Then you can create more small business who can be supported by the bigger guys (who can provide the international and national backbone).
