Hi

im looking for a way to get a prepaid card so i can use it on paypal to receive money but the problem is how do i get it when its sold in the US? iv read the other threads but did not understand

I don't undestand quite what you're asking? You mean a prepaid credit card to verify the account? Even if you do that, and it's a SA account, you still won't be able to recieve money.

no they are prepaid debit cards that people sell in the US , you can reload it via bank transfer , cash deposite , card to card , paypal et

Oh yes, I know what you mean now. You'd still need a US Paypal account though.

Unfortunately though, due to our absolutely fantastic 'forex control' (/sarcasm), no debit card issued outside South Africa can withdraw money from an ATM here - even if the machine supports Visa.

It's bullsh1t. If SA wants to survive in a world economy, this 'forex control' and FICA will have to go.

FICA has been brought in to stop fraud and money laundering.

Probably the largest reason for our forex control is the fact that we are on the same continent as Nigeria.

It doesn't make any difference. All it does it cause nightmare-hassle for bank clients.

What does Nigeria have to do with anything?

Unless things have changed, it did use to be possible to withdraw money using a foreign debit card at an ATM - VisaElectron or Maestro. Might depend on the issuing bank though and the type of card.

I've known people who were told by their banks overseas that they could withdraw money here, only to be buggered when they tried. And then spoken down to by bank staff 'explaining' to them as if there was actually any logic in it at all...

That's another thing I feel like ranting about. Patronising staff

Sorry thats not correct, I know quite a few instances of folks using their VISA debit cards (attached to cheque a/c) issued outside of SA that can draw cash from an ATM bearing the VISA sign in SA.

Remember you will incur a serious cash withdrawal fee

Hmm... well I definately know of a few cases to the contrary where the people were specifically told by the banks in SA that it couldn't be done. Whatever.

You definitely can use a foreign debit card to draw money from our ATM's.

Imagine tourists trying to withdraw money from an ATM and not being able to. That would be just crazy.

I know first hand that you can.

Perhaps someone here can help. I've found a website that only pays to paypal accounts. Is there any (legal) way of getting the money out of the Paypal account for us South Africans?
