Apple tv + plex running celeron pc and 4k plays fine. This is over 5ghz wifi.

Celeron 6th gen support 10bit hardware encoding so it hardly uses the cpu.
 
Your specs for your PC look fine.
I would also recommend you try Media Player Classic.
Usually I just download Klite Codec pack that includes Media Player Classic in the installation.
If it still lags after that, then you can be 99% sure that its the file.

Thinking of going back to Dual Core 2, Desktop instead of i7 Dell laptop with externals connected.
Think I have sorted my library out now to prevent Transcoding.

This script has made everything play back almost instant.

Did you try connecting the external hard drive directly to the TV, or installing Plex on both your PC and TV, then playing through the TV plex app? Either method should work, regardless of your PC specs.

The TV for some reason doesnt see the drive, the external but I think it was the particular file because all other files with that res play perfectly, although half the size
 
Buy yourself a proper Android player. I connect my external SSD to my Android player and play 60GB+ 2160p 4k movies (X265 mkv format) just fine on my HiSense 65" UHD Smart TV.
