From 11pm weekdays & all day weekends, I get full speed, no issues. Only issue is daytime browsing.I highly doubt Plugg is your problem.

I'm not complaining. Just making a statement. I'm at work during the day in any case. Just a bit annoying on public holidays, or when I am off sick and I want to browse.
You should be getting full speed from 5pm. I could browse no problem on 3 stars during the day.
Please test with another ISP like AH free 1GB capped the next time it's slow to eliminate line/exchange.
I suspect exchange congestion.
The past month or two I only get 1 Mbps on a 8 Mbps account on Friday evenings around 6-7 pm. On three stars. This wasn't like this the previous 15 months. Switch to AH capped and full speed. Plugg is full speed the Saturday after.
Maybe it's different with you coz of your 2 concurrent connections?
Razzle is reporting slow speeds up to 11pm.
I'm also on the other side of the country aswell, so maybe a CT issue?
My colleague only downloads from 11 pm to 6 am.
Note when I switch to AH capped it runs full speed.
Maybe there is load on CT IS IPC is what I'm saying therefore bringing the star rating into effect?
AH is on a different network (MTN) so you are just confirming you don't have line/exchange issues.

How much data did you pull to get 4 stars?
Last month was around 200 GB but all downloads scheduled between 0:00 and 6:00. Just regular usage during the day and evening.
Still sucked. They used to be good.
