Portable signal boosters

Hey smart people

I have digitised a medical business which sends health professionals to various locations to collect medical data on employees. They use tabs with Vodacom SIM cards, and I have set up questionnaires on Jotform for the data capture and submission.

The challenge is that sometimes the signal is poor, slowing down the data capture process significantly, and resulting in the health professionals reverting to their trusty (but horribly expensive to manage) paper-based system.

What are my options for boosting the signal? They never go to the same location (at least not in the same year), so the solution has to be portable, not bulky, and easily usable by non-IT inclined people.

Can jotform do that? Capture several submissions offline and then submit them all once online?

Seems offline mode only works with the Jotform Mobile Form App, and you have to be logged in to the account that has the form.
Our health professionals are using a browser (no jotform account needed) to capture data, so offline mode is not applicable to them.

This will work, as it can run two sim cards and bond network connections to improve network quality.
