While we're here, tell me your opinion; why would we need these measures anyway if we won't have a need for shedding soon, as per the electricity minister's announcement?

The system will ultimately keep the power off for good if your load cannot be controlled, there is really no crisis, all new systems have issues at the beginning, they will be sorted out.
