Problems loading Mweb hosted sites on local-only Telkom account

Sorry if this has been discussed in another thread (I did a search to no avail), but I've either got the wrong end of the stick here or something is wrong, and I'd appreciate some clarity on the situation.

So I understand that Mweb and Telkom don't peer locally, meaning that if I visit a Mweb hosted site via my Telkom account (or vica versa), it's going to go via an international link. That's fine (well it's not, but I'll live). However, the problem I'm finding is that once I'm capped, I can't surf any Mweb hosted sites using my (now) local-only SAIX account.

Surely I should still be able to visit Mweb sites, because at the end of the day, it's still technically local (no matter what routing they decide to use)?

I've included a tracert below to show the problem:

You (Telkom) ---> London ---> Mweb Site

You need international bandwidth to access an effectively international website. Think of it as a 2 way lane (1 going 1 coming) where you have to reach the end of the lane -round about to change direction.
 
the servers are hosted locally, but the peering is done internationally; ie via sat3/seacom. so 'course local wont work.

Yeah, what I'm saying is that SAIX is offering a "local-only" service, so they should deliver the content if it's hosted locally. How they deliver the content shouldn't be my problem?

Seems like false advertising at the end of the day, but such is Telkom's services, I guess.
 
Yes - it is false advertising. Mweb has also invited them to interconnect for free and they declined. You need to put pressure on SAIX to deliver - or move to an ISP that cares about your business.
 
I'm actually wondering if they have a clause in their terms and conditions that MWeb sites are not counted as local, because then you should be able to make a case due to the new CPA (Consumer Protection Act), where you should get what they advertise.
Of course if you've had the Telkom account from before the new CPA was set in motion, then you won't really be able to make a case I suppose.

I would actually assume that Telkom would have a clause in their T&C regarding this issue.
 
Screw the CPA, move to a progressive ISP.
