The SA Social Security Agency, set up by the government to distribute billions of rands in social grants, has failed to explain how, and to whom, it paid R10.5-billion in grants in the past financial year.

This was revealed yesterday to parliament's portfolio committee on social development by the auditor-general.

During its inspection of the agency's books, the auditor-general's team found that it had failed to produce supporting documents for the payment of R10.5-billion in social grants.

The agency was established to manage the distribution of grants to the poor after the exposure of extensive mismanagement and corruption in the provincial agencies then responsible for handing out the money.

Abrie Adendorff, a senior manager in the office of the auditor-general, said that, of the 2160 grant beneficiaries selected for auditing, 70 could not be authenticated by documentation.

Applying this ratio to the entire list of grant recipients suggested that R4.9-billion was paid out without documentary authentication.

A further 191 files audited did not contain the information necessary to confirm that a recipient was entitled to receive a grant.

Adendorff told the portfolio committee: "Management attests that the documentation is with Social Security Agency, however, it can neither be located nor retrieved due to their poor file management."

The auditor-general revealed its frustration at the lack of co-operation of some provincial branches of the agency.

"Eastern Cape, Limpopo and Mpumalanga were the problem areas," said Adendorff.

What is the change the same will happen with the NHI?
 
That R4.9-billion could have been used for the initial NHI rollout which is about R11-billion short..
 
no surprises... the corrupt ANC government squanders money like there is no tomorrow.

Never mind... soon you won't even hear stories like this when they become classified as state secrets or banned under the new Media Tribunal.

Why is this news? It happens all the time. Report to us when all the R's have been accounted for and everything balances out perfectly, now that will be news. Oh and while you at it, i want global peace.
 
are there any records of this sort of thing happening under the National Party Government?
 
When you hear: Grant or initiative from the Guavament you know there will go money missing.

There's actually a very interesting "expose" going on in Noseweek since last month's issue

The full Ciex report runs to 62 pages, plus some fascinating annexures – and, as luck would have it, noseweek has come into possession of the 57 pages still missing from the parliamentary record. They describe a number of secret schemes that, in the latter apartheid years, accounted for the theft or misappropriation of around R200bn. Yes, TWO HUNDRED BILLION RAND; that is many times what the ANC spent on the 1999 arms deal! More significantly, the secret Ciex report explained how the post-apartheid South African government might set about recovering the stolen money – a large chunk of it within just six months.
