There is a relation to how much vapour can be held and temperature, but there can be high humidity in cold temperatures at the same time. I believe the reason why a Cape storm feels so cold is that the humidity goes almost to 80% as the temp is also dropping. For me 80% at 15 degrees feels much colder than 40% at 0 degrees.That’s what I’d expect but is that a fact whether it’s hot or cold?
Also obviously the colder air gets the less water vapour it will hold due to more condensation occurring but what it will hold I’m assuming will still have far greater capacity to chill you to the bone than dry cold air at the same temps.
