It's pretty obvious, there was no space for a cabin in-between the trailer and the truck Infront, therefore logic suggests that was a trailer that uncoupled not a full truck.

The article clearly states that the driver was unharmed (trailer must have been empty).

That bridge should have been closed many hours ahead of the accident.

Edit: The video shows a slightly different wheel configuration. A simple draw-bar is much less resistant to twisting forces than a proper 5th wheel coupling (shown in your example).

Rainfall seems a bit late/low compared to earlier predictions, with more offshore (just south of CT). Warnings are just that, worst case scenarios not guarantees...

Could also be vortices shed by the truck on the right? These kinds of situations are often complex to analyse. Amazing dashcam footage for the accident investigation...
