Rental law problem

I rent an apartment administered by a rental agent. On Sunday the 19th of February, the electricity supply to my flat went off. I called them twice on Monday before the came and they fixed it but it only worked for an hour and it tripped again. I have called and visited them three times subsequent to this and no help has been offered. I forwarded my complaint to the housing tribunal but there haven't been any replies. Their rent is up to date and the electricity bill (which I pay to them directly). I have recordings of the phone calls that I made and proof of rental payment. When I contacted them for a copy of my lease agreement. They just said the person who work with such documents wasn't around and they would get back to me but they never did.

Any help would be appreciated.
