Replicable / repeatable timeouts

Hi,

I would really appreciate any suggestions or help with my problem.

My connection:
4 mbps telkom adsl.

My problem:

I've noticed that when downloading mp3 podcasts via plain http I get timeouts.
The timeout always occur at the same offset for a given file. I can restart
the download, and the download will timeout at the same spot again and again.
Sometimes a resuming downloader can continue after the bad section, but most of
the times it cant.

In all cases so far I can confirm the server does support resuming, and I can
resume all the files at other offsets just fine (e.g. a few bytes after the bad
part).

I have eliminated the following possible causes:

1) adsl router. swapped with another.

2) adsl account. used 7 different accounts on is and saix, all break at the
same offsets. Also using any of these adsl accounts, I can download the files
correctly via other adsl lines, e.g. at my work or friend's house.

3) computers (tried 5, some with linux, some with windows).

4) physical setup. I have connected just the telephone line into the modem, and
the modem into a pc. no proxys or anything fancy on my end.

5) remote servers - in all cases the remote server and file is fine, as I can
download it using a different adsl line.

Other than this weird error, I have no problems with speed or reliability. The
files actually download at 300+ kilobytes/s right up to the point this timeout
starts. And email and surfing is fine, as far as I can tell. The problem
started somewhere in the last month or so.

The problem points to Telkom, and the Telkom line, but, how am I going to
explain this to them? A few months ago I spent more than 3 hours on the phone
with them to just get my aunts' telkomsa username & password. Does telkom have
a more advanced technical support team, as, I know the support person on the
other end is going to say that the line syncs fine, so there is no problem, or
that I should contact my ISP.

I'm seriously considering canceling the line, rather than trying to convince
Telkom that there is a problem.
 
Telkom finally fixed this problem today!

I'm not familiar with the adsl terminology, but, if I understood the telkom technician correctly this was the problem:

There is a configuration problem with vpi (virtual path identifier) group 21, and I was assigned to 21. After they switched me, (and everybody else using group 21) to something else the problem was resolved.

The problem was deep in the network, not at the atm, but futher on, in the esr f-switch router that is located probably in Belleville.
