RICA doomed to fail?

I am not convinced that RICA will have a significant impact on crime. It may help if someone is rather stupid, but with organized crime the guys will not have a problem to bypass the system…
 
Rica to me is already a failure due to the registration of the sim card since most or a large amount of the crime is committed by people from the neighbouring countries where vodacom and or mtn might be how will the SA government force a namibian to register his sim or to stop Criminals in getting sim cards from accross the border. Daar is so veel groot vet stink leemtes in die wet jy kan sommer sien n morroon het dit opgestel.
 
RICA may reduce the number of stupid criminals on the streets - assuming that the rest of the justice system works.

But right now cars are stolen to be used in robberies. The same thing can happen with cell phones.

Wait, you say, I'll report my phone as stolen.

Not if you've gone 'missing' you won't.

And if I am a criminal mastermind why would I use my real name and address? Surely I'll use the fake one that is on my fake id document.
 
I got a new sim last week tuesday from vodacom, register with rica id and all today i'm still waiting to be able to activate the sim 8 calls latter and 8 days still waiting so crimewize yes but easy of use no.
 
Just like the fin one...

it is more of a pain to the man in the street than a hinderance to the criminal...
 
just another way to stick it to the non-criminals. Also, good way for the market to clear up unused sims ;=)
 
How anyone could think this would help is beyond me. Just another Draconian Law to hinder the innocent people.
 
The entire RICA act will improve a court's ability to use modern communication methods as evidence, but it's implementation is an absolute disaster, and I still have no idea who gets access to the RICA information.

It's shoddy workmanship, and will collapse on itself.
 
Yeah I'm with Albereth on this one. You only have to see what's happened with the ZA passport system to understand how big the fake documentation problem is.

This is the same as the FICA garbage. Short of vodacom wandering over to your house, if you use a P.O. Box it's really easy to fake.

Hasn't it failed already?

Perhaps you could catch some stupid crooks by imposing RICA but then you could also put a notice in the paper telling them to confess!

There are quite a few countries that had simcard registration upon purchase a long time ago. But to try and implement it here is a different story.
 
I didn't quite get how this will work, if some1 can explain. Will they be listening in on private conversations, and hopefully catch criminals planning a crime?
 
I think the clearing of dormant sims + payment is why the cell companies are a bit phased, their 'subscriber' numbers will shrink suddenly as a result(kicking off non registered/dormant ones) which doesn't look good.
