RICA doomed to fail?

Well in other countries that I know of when Sim registration kicked in and Cellphone monitoring kicked in the Crims went high tech and started to use Satellite phones like Thuraya and there aren't alot of people that can do Thuraya interception. The Cost is imense to run a system like that

I think RICA might actually increase the amount of violent crime. Now that criminals can't just use any SIM card during their crimes, they will start stealing/mugging people for their SIM cards, as opposed to buying a SIM card for R2.50 at Shoprite.

And to prevent the SIM from getting reported as stolen, who knows what gruesome things they might do to the victims....

There are benefits from this (dependent on your view point)

By registering cellphone, you can prove that the 'account' is yours. So for example, if you win something that is linked to a cellphone number - you can prove that it is yours.

And, if you are required to use your cellphone to register something, they can double check the details - example, you can limit your bank to only send money to phone's you own

Another possible way to go is 1 account over many cellphones. Have 3 pre-paid phones share 1 account could be useful to some.

I think it can open up a few doors, but i guess you could argue that these doors were ready to be opened before RICA

Yes -- and they can also prove that it is YOU behind the cell phone.

"Winning something" -- Yes -- a Booby prize :erm::rolleyes:

Why are you guys so negative and defeatist???
FICA stopped money-laundering, internet banking fraud, etc
The firearm legislation made sure we got rid of all illegal firearms and there's hardly any more crime with firearms involved.
Now that we have to have our driver's licenses renewed every 5 years bad driving has been eliminated!
The new taxis are incredibly safe and taxi accidents don't result in scores of people being killed.
RICA will work because people don't ever move from their places of residence and the police can swoop on a baddie's address within seconds of his phone being used in a bank heist.

lol, you think a criminal stays in one place ? why do you assume criminals are dumb ?

I am not convinced that RICA will have a significant impact on crime. It may help if someone is rather stupid, but with organized crime the guys will not have a problem to bypass the system…

+1000

That's what I've said all along, it's just going to make life harder for the casual user. Criminals do not stick to the same number for long anyway, they'll use a working sim dump it get another one before the cops even become aware of their crimes.

Rica will just rack up costs.

Erm, how?

You go to the people running the competition and pull out your ID book?
Well, what then? Are the people running the competition supposed to have access to the RICA database?
Because if that's true, any crim can run a "competition" to gain access to the RICA database.

I still want to know who gets access to the RICA databases and why.

Did it? Really?

Why do i still hear about people getting scammed out of things when paying into a bank account, or false cheques and whatnot and then mysteriously the banks can't find the people?

Either way the real question is, why do we need TWO of these ? FICA and RICA ? They capture the exact same information TWICE? Why? I won't be surprised if my FICA and RICA info is different already!

Also think about it, if i take out a contract, they do a credit check on my credit card...which went through FICA already......hellloooooo . Prepaid sure, but contract , again ? get real.

I still believe if our government wasn't so pathetically inefficient, my ID would contain my "proof of residence" like it should and showing my ID to get a SIM or a Bank Account would automatically imply FICA/RICA .....

...helooooo inefficient red tape here we come! What's next? AICA to own a vehicle ? HICA to buy food ? How many times do we need to provide this info ? Nevermind the part that the info is a waste to begin with ?

I just can't believe i pay TAXES for people to come up with crap like this, instead of fixing the bloody Dept. of Home Affairs.

Sorry, I forgot a few others:
Passport controls prevent illegal immigrants from entering our country.
Our ID documents prevent fraud i.r.o. child grants and free housing.
Our well-paid and equipped police force has brought down crime to such low levels that the publication of crime statistics become a non-event.
Incorruptible speed cops, sorry, traffic officials will ensure the DMS being a huge success.
Disciplined labour action make South African cities a haven during wage negotiations...

He's being sarcastic.

Fake ID + 100 registered SIMS = Untraceable. The system is so easy to bypass, it's stupid. Do you think that Organised crime cannot find an ID or use Skype (encrypted) ?

All we will be doing is creating a new black market for registered SIMs. Crime is solved by having competent officers on the street and good detectives who actually go and visit crime scenes afterwards, do CSI stuff etc !

It is defnitely a Failure Rica

Multimillion Rand RICA already a failure?

Will new call interception Act really help to fight crime or is it five years too late?

I bought a new cell phone more the 72 hours ago - provide all necessary documentation as required and until know I am still not connected. I went twice to the shop where I BOUGHT the phone complete the same process and AM still where I WAS 72 HOURS AGO :mad::mad::mad:mad::mad: defnitely madness.
