No it isn't. They aren't prohibited to pray, just prohibited to pray in schools. You want to pray, go to church.

A prayer before class in the morning isn't really going to disrupt the education system as a whole.

You see, that is why I'm with Ron Paul on deciding to abolish the Federal board of education. If you have a law passed like that then you're bound to offend someone. Let the states decides on what the law should be and if you don't like it (I probably won't like praying in schools) then go somewhere else.

Look I'm an atheist myself, but I just don't think it is fair that if a 100% Christian community (and there are some in the states) wants to pray in school then they shouldn't. Let the decision rest with the parent governing body (if they have such a thing).
I agree that it wouldn't do much harm, but it opens the door to much more dangerous ideas. Already in the US, some states have made it mandatory for some people in state positions to have certain religious beliefs.
Surprisingly no one would probably live there.

I bet those states have the lowest population in the USA.
Let people do what they want to do. If 8 out of 10 people are A, B can step outside if they want to.2 out of 10 aren't, thus the rule to avoid treading on their toes.
Nobody is talking about allowing people to leave class every 15 minutes to pray on their mats - that would obviously be unreasonable.
