Hell no they're not. Governments and individuals should never be expected to behave in the same manner. They don't pretty much anywhere on the planet. (seriously, name me one place on Earth this statement is true)Principals are scalable if they are correct.
The same financial principles that apply to personal finance applies to government
The same property rights that apply to my house apply to the border and county.
The same freedom of speech rules apply.
A government is not somehow special. It is just people.
Governments need to cater to a wide variety of people in general society. To not unfairly favour one over another. They have whole legal systems founded on these principles. They have an obligation to the protection of all people within their borders.
There are plenty of scenarios in which the responsibilities of the government and the general citizenry are not aligned.
Individuals have no such responsibility. You want to treat your family different to other people? Go for it. You want to drive past an accident scene and not help? Go for it.
That is one of the dumbest things I've ever seen you write.
