Road Accident Fund

I was watching some road accident videos in the UK on YouTube and I heard that motor vehicle insurance (Third party insurance is the legal minimum).
With the road accident fund in SA basically bankrupt and costing us so much money via our fuel, why not rather do what the UK have done, and rather make it compulsory for 3rd party Insurance and then do away with the Road Accident Fund.

Are there any other countries that have a Road Accident Fund which is funded by the fuel levy?
 
There are just over 11 million registered vehicles in South Africa (excluding caravans and trailers). According to statistics, the majority of these vehicles – around 60-70% are uninsured.

Getting everybody to pay for insurance is a pipe dream in SA.
