Rosebank (Cape Town) ADSL problems

I have a strange problem where sometimes locally I have packet loss and choke while gaming to local servers, at an unplayable level, though generally my speed tests are fine to servers in Joburg and Cape Town.

The problem is more with accessing international sites. Speedtests generally show a max speed of 0.4 Mbps. Though sometimes it'll go to 2 Mbps for a second or two at the beginning then drop to about 0.4 Mbps

I am in Rosebank, Cape Town. My number is 021 685 ****

My line is a 2Mbps Telkom line, but I have a Web Africa uncapped data package.

I see these problems more during work hours.
