Cape Town – The South African armed forces are so financially cash strapped that the combat readiness of the SANDF is currently under serious threat.

Admiral Alan Green, director for strategy in the SANDF told parlementarians yesterday that the Airforce currently does not have sufficient budget to keep all 26 its new Gripen fighter planes in the air.

Documents in Fin24’s possession, shows that the SAAF Gripens only flew 173 hours during the three months between 1 July and 30 September. That amounts to about 2 hours of flying time per plane per month.

Green said the SANDF is working on a strategy to determine how the planes can all be kept airworthy.

The airforce's nine reserve squadrons have also been grounded.

The Navy is also struggling to keep afloat.

Ongoing operations in the Indian Ocean have exhausted the budgets of the Navy and have placed such strain on the naval forces that operations are currently severly limited.

The Navy has four frigates that were purchased with the arms deal. Only one is currently operating. Two others are in for maintenance and the fourth needs a new engine.

This engine can only be installed in Germany.

Green says the maintainence on the two frigates can take up to nine months.

Operation Copper, the SANDF’s anti-piracy actions in the Indian Ocean only got half its requested budget this past three months.

According to Green, the navy requested R126m but only received R63m.

Helmoed Römer-Heitman, military expert, says for the anti piracy operations South Africa is involved in, all four frigates are necessary.

“It has to do with relieving each other and that sort of thing.”

Green said one frigate is sufficient at the moment.

Römer-Heitman says the SA government is playing at defence.

“They’re just playing around really. They go and buy a lot of good stuff and then give no money to operate them. That’s pointless. We are in serious trouble what concerns defense readiness.”

David Maynier, DA MP and spokesperson on defence, says the department is not forthcoming about the defence forces combat readiness.

“The last time parliament had a proper briefing on this matter was in 2008.”

Dr Thobs Gamede, chief of strategy in the SANDF was asked yesterday about the SANDF’s combat readiness status.

“We can’t discuss that in open forums,” she said.

"We can’t discuss that in open forums"... because if we did Lesotho would occupy us tomorrow.

Yeah you know those good stuff that goes boom boom.
Ready for what?

Anything cANCer has to do with is in the same situation so no shock to me.

So we have a crappy army, air-force and navy, crappy hospitals, crappy schools, crappy electricity, crappy crime levels, crappy SABC, ....

but JZ is going to have a nice house so all is good.

...for about 3 years, until the lack of maintenance starts to show. This administration is very good at getting shiny toys, but doesn't seem to understand that once you pay for something, that isn't the whole deal.

... and our smallest province has the most expensive tolling system in the universe "so all is good."

But it has been like this for years. There is such incredible waste in procurement for the army, navy and air-force such that they can pay up to 100+ times the price for straightforward items. I once quoted to insert some Cat 5 cable into an existing duct about 250m long. I was called in and asked why my quote was so cheap. I figured a day's work and the cable, a total cost of R 3000 since it was at the Atlantis Shooting Range. Some of the quotes were over R 35000 for the same thing. In the end it took 3 of us 4 hours to complete and I even connected up the switches each end.

If they go on like this, paying R 80,00 for a box of staples that you can get for R15,00 at PNA, no wonder we are in dire straights.

At the Goodwood Base, the ammunition room has not held ammunition for over 15 years. There are about 20 World War II helmets in the room and they do a stock-take every year. It is incredible. At first I thought it was funny, but now realise it is tragic

Jeez .. I wonder if Aunty Hellen was just calling for the army to pull in so that when they get bliksemmed by the protestors she could say "see ... another thing the cANCer doesn't know how to run"

How did they break the engine, if there is no budget for the navy.

The engine probably didn't break - it's more likely currently reassigned to some cadre's boat on Hartebeespoort Dam.

Hey don't forget our world class stadiums. You know? The one's that are currently standing empty and on the brink of bankruptcy?

Yawn such old news, ARMY, SAPS, medical, all in state of collapse.
The current regime have no clue how to run anything properly.

We once had an army / air force that was envied by many, now we cannot even do proper peace keeping

We'll who is going to invade us? China, USA, Botswana, Zim? Only thing SANDF have to do is protect our borders form aliens, that includes the sea.

I would have thought the fat cats in government would know they going to need that army in 5 or 6 years time to stem the revolting masses.

Alas, 5 or 6 years into the future is about 7 or 8 years too far ahead for your average politician to compute.
