It's really quite simple. If you start off with the axiomatic assumption that the only reason they are in government is to be corrupt, steal money and live the high life, then all their laziness, ineptitude, incompetence and corruption makes sense. Why would they be efficient and honest if there are no consequences to doing zero work, stealing a bunch of money and getting to live in DA run Cape Town?
