The report will be vague without blame and asked to the police or public protector to look into it. Like a merrygoround.
The ANC investigates the ANC. WIl lthey foudn themselves guilty causing them to lose votes. I don't think so.
By the time anyone can be charged, too much time will have pass making it procedurally unfair so they won't be.

Commissions are just Stalingrad delay tactics to delay the process of charging people who committed crimes.
