Does that number include immigration, both legal and illegal?

The ANC has largely failed the black majority. On population growth, you may be surprised to find that in 1925 the same comments which you make now we're being made about Afrikaners. Back then Afrikaners were the poor whites, with the large families which 'needed' the State to uplift them.

Immigrants are included in that number
Depending on the source numbers as high as 4 to 5 million are illegal

All I know is when I advertised for a domestic help , 9/10's or replies were from undocumented people

At least all those non military people have general intelligence and logic on their side. Angie the incompetent primary school teachers legacy at every other ministry she has been at proves she has non of the above.
