So, going by these statistics - I wonder if Limpopo, Mpumalanga & the Northern Cape ALSO have the highest numbers of people who are either unemployable or on welfare benefits (or both)...

A lot of people from those provinces go on to study further or undergo further training and migrate to the cities and industrial towns once they get jobs or their businesses do well enough.

Have a look at traffic on the N4, N1 and N12 during holidays to see this.
