Business Day has now revealed that there will be an increase of up to 1% in personal income tax to replace the TV license fees. "A tax of up to 1% would be imposed on taxpayers above their personal income tax to assist broadcasting," Business Day quoted the Department of Communications’ DG Mamodupi Mohlala as saying.

This statement is BS. Tax laws are not implemented by DoC. Once again a journalist is using sensationalism.

Tax laws are part of fiscal policy which falls in the realm of the MoF and DoF (two of the better run departments in gov). They will most probably give a cut of tax collections to the SABC. There's no way that it will translate to a 1% increase in tax. It will most probably entail a much better overview of the finances of the SABC as the treasury don't like dishing out money.

LOL!

Guys, it's not added tax, it's an allocation of the tax you are CURRENTLY paying.

thats not what the article says:

typical ANC - suggest something rediculous in order to get what you really want i.e. paid TV licences.

On the other hand, if a 1% tax is raised, there's no way the money's progress can be traced to its intended destination ...

Exactly. What about the plastic bag levy? Eventually they admitted that there is no way to earmark a tax or levy for a specific purpose, it just goes into the general coffers. Same as the petrol levies - they're being used for a bunch of things unrelated to road maintenance.

i you want to get really creative, you can suggest 1% tax for transnet, since they are in s..., 1% for SAA since they are in s.....,1% for Taxis of SA,since their are in terrible state and need an urgent upgrade,in a few years time 1 % for upkeep of gautrain, since we all know that it will be another flop,.........the story will never end......

pls guys don't only focus on income tax, business as well

1% of turnover, which means the VAT increase to 15%!

more worse than VAT, this 1% you cannot claim back! (you can claim your input VAT), in other word, business owners have to pay 1% of the turnover no matter your business is losing money or what! Think about that if Telkom has to pay 1% of the turnover, this is about 100mil - 1bil a year. And eskom, JHB water, etc etc, they also have to pay that 1%! Finally, who will pay that 1%? I promise you, all the money will pass back to the consumers that mean it will pass back to you and me! We have to pay even more and more!

@ krycor - its not what you think it is.... it is in fact an additional 1% taken from your income as outlined in the article...

@the GOVT and SABC and SARS and ESKOM (had to throw eskom into the mix)

you are taking and taking and taking and taking... when will you start giving back?

folks.... watch out for nationalisation.....

At 1% of income they can afford to handout set top boxes for digital terrestrial tv to tax payers and then SABC needs to be ad free(no more cellphone crap) etc with decent movies not re-runs etc etc

hell, now we have to support those doesn't pay tax even more....and what about the people who don't own a tv....this RSA is getting more and more ridiculous..and a probable 45% electricity hike...damn...making the poor poorer, and middle income class poor!!!

Governent + telkom = gang bang rape the consumer

Pardon me if I don't understand your logic.

Taxation is on a proportional sliding scale, so the 'rich' pay more than the 'poor'. In fact, depending on how 'poor' one is, they may pay no tax at all. That being the case because if they did pay tax, they probably wouldn't have money left over for food, shelter and warmth.

A percentage increase in tax means that the 'richer' one is, the more they're affected. Is that not a good thing? Seems like everyone is affected proportionately.

Do you not feel any inclination to help those who for whatever reason, cannot help themselves? Must be lonely up there man - I sincerely hope you aren't ever in a position to need a hand yourself.

And please don't mention the word lazy. That's a sad lie that we often tell ourselves, to make ourselves feel better about not caring. I know many more lazy people who come from family money, than those who don't.

You clearly don't know how tax works - VAT isn't an income tax. The additional 1% as proposed in the article won't affect VAT.

Look it is as simple as this.

They have decided to fund the SABC exclusively from taxes.
They are dropping the T.V. licenses which are clearly not working.

EDIT - There is still the income from advertising.

NO! For years the SABC was running based on licensing and advertising. So now because of a f*** up by a few idiots, they want to milk the working class even more. Paying a set fee was fair. If I was paying a set fee for all these years and now suddenly I must contribute a percentage that will equate to many times more than that set fee.

Hell no. Can they claim the tax if you don't own a set box when they come out ?

I have not read all the comments but this is freaking stupid.

I personally do not own a TV, nor do I watch TV, and I most certainly would not watch SABC1 2 or 3 should I own one.

Why then do I have to pay because you cannot collect from the people that are actually screwing your business over.

I cannot get over the stupidity of this idea.

...yes... I can't help myself... please give me free TV

you clearly don't understand what is VAT and what DoC proposed.

what I said is about "Businesses have to pay 1% of the turnover"

NOT

"Individual Income Tax"

read it carefully before you reply.

No. The proposal is 1% of the tax you currently pay, not 1% of your income.

No, YOU are incorrect, the bill actually reads as follows:

(3) The basis and manner of contributions in respect of subsection (2)(a)(c) and (d) must must not exceed 1 percent of the total income and annual turnover per annum for persons identified as determined by the Minister in consultation with the Minister of Finance by notice in the Gazette.

To me that means: 1 percent of the total income per year which means, if you earn R100 000 a year, you will be paying R1000 a year in additional tax.

This is classic socialist practice.... I wonder how long it will take before people realize what is actually happening in South Africa (Our democracy is nothing more than a farce and a smokescreen for the implementation of socialism and eventually the implementation of communism)
