The reason for 4 cores is to save battery life while allowing for processing power on demand. When the phone is not doing much, the additional cores are shut down and don't draw power. When the user needs the power, additional cores are woken up using more power.
That is how the Tegra3 works and I'm sure that Samsung will be doing the same with their architecture.
