SARS eFiling "special stopper"?

Does anyone know what a "special stopper" is at SARS
My large refund has not been paid despite a verification and audit process being completed. When I call the SARS Contact Centre the agent advises that I have a "special stopper" but will not/can not elaborate or give me any indication of next steps, date refund will be paid etc
My registered details on the efiling site are all accurate and valid so I dont know what to do?

I had this issue 2 years ago and it cost me to go to a SARS office twice to get it sorted out. Took 2 months.
 
Thanks I will actually go to Randburg now because their complaints process is a joke
 
Hi, unfortunately I also have this so called special stopper. I was told to take my ID book and bank details ( even tho my banking details are valid on filing) I did that on the 10th of Aug and still nothing. Have you made any progress?
 
So apparently The SA Institute of Tax Professionals is challenging SARS on their use of the "special stopper". Below is an extract from their letter to SARS..

“A tax practitioner submits an individual’s return of income (ITR12) by using the efiling system. A request is then received and the supporting documents are submitted through the efiling system. In most instances a completion letter is then issued by SARS.

When the tax practitioner or taxpayer follows up to determine when the refund will be made SARS responds by saying that a “special stopper” was placed on the taxpayers account. The tax practitioner or taxpayer is then told that he or she must go to SARS with all the supporting documents together with banking details and proof of address.

We don’t understand why this is required. The supporting documents were submitted as was required. It was also received by a SARS official as the letter of completion would otherwise not have been sent. The bank details and address of the taxpayer were not changed and the proof now required, has therefore been provided earlier.

We understand that SARS can, in terms of section 190 of the Tax Administration Act, hold back the authorisation of a refund. In terms of section 190(3) that can only be done until “such time that verification … has been finalised”. Clearly the letter of completion is confirmation that the verification (review) has been finalised and the ‘special stopper’ cannot be used to delay the refund.”


It will be interesting to see how SARS responds to this. Hopefully it's the beginning of the end for the special stopper..
 
please note that there is a problem at the moment that has been discovered by my friend and myself. there is a syndicate out there who are accessing the tax practitioners profile and gaining shared access with the clients. the perpetrator then submits the return and changes the bank details to that of capitec bank. the client is then contacted for them to pay these people a sum of money from the large refund which has been fraudulently submitted with claims that shouldn't be there. SARS are now stopping the refunds and requesting the taxpayer themself to go into SARS if they see any activity on their profile. you cannot see it but SARS can see the activity. you must take your all the documentation into your nearest SARS branch to have everything verified before the refund is paid out. sorry this is happening but we have lodged complaints but nothing is being done to stop this.

Yup, took 19 working days. Special stopper removed after 16 working days and payment made at 20 working days. In this case bank account details had to be verified which was the cause for the special stopper.

Lucky you. I do my own filing , have the special stopper and submitted my banking details on the 18th of August. Till now nothing and I didn't even change my banking details same account and being told that no turn around times. :-(
 
Special Stopper: SARS refund is especially large and requires special authorization to release it.

I'm guess 6 figures. Enjoy...

I was told that the very same special stopper has been lifted on my refund on the 11th of October 2016 , but still I have not received my refund. Am I being impatient or there must be another issue that I must be worried about ?

Did you get a letter from sars stating that the stopper has been removed?
 
I was told that the stopper has been removed but I'm still not paid
 
My VAT refunds since July are still being "verified".........
All docs submitted by hand twice and efiled twice.
September refund due to be efiled by me tomorrow.....

Anybody got any advice ? Phoned twice but within 30 seconds of the calls I got another email...please submit docs......

SARS just paid my refund. Happy dance. Finally.

Log a complaint. I complained and within 10min of the complaint I received a mail and sms to say everything is in order. 4 days later they paid me.
