Sars under siege

The revenue service has been rocked this week by the resignation of Barry Hore, chief of operations, and the suspension of deputy commissioner Ivan Pillay.

• Although Hore’s departure was presented as a friendly exit, Beeld, part of Netwerk24, has learned that all his technology and modernisation projects were halted by Moyane shortly after his appointment. Hore was widely lauded for establishing the successful eFiling and with modernising the country’s tax systems.
• Moyane’s reasons for suspending Pillay are now being questioned since it emerged a report into the activities of Sars’ investigations unit made no adverse findings against him.
• Beeld has reliably learned that Moyane is considering suspending more senior managers who were part of Gordhan’s top structure.

It seems Tim has only been appointed to look out for number one.

I can't say I disagree with the purge, if you want to see how modernisation has failed, simply look at the queues outside any SARS branch, they have grown.

This executive rode the success of Pravin and become complacent under Oupa, they have to now go.

I reckon those queues are less to do with modernization and more to do with the rapidly declining work ethic of staff at SARS

Even more reason to get rid of an executive that doesn't inspire, have you spoken to the staff? Modernisation has stripped away all their decision making powers, middle management has no power and so basically everyone has to do what the computers tell them to do.

If you haven't noticed since Pravin left there has been a huge exodus of highly qualified SARS officials, because of the incompetent current executive playing silly games.

Modernisation has been a failure, and the persons responsible have to go.

Most of the SARS projects are way overdue or have been canceled under Hore not that its much different in the other government departments but he has not been as successful as the article is trying to claim.
 
Sars efficient???? Dont make me fahrking laugh!!! They still busy with my return that was filed in August.

Was wondering if the Chinese shops pay tax? Or is that part of Zuma's deal with the Chinese?

Someone said they dont. Be interested to know as SARS could be losing millions a month.......................
 
Hore's clock was ticking as soon as he started to stick his fingers into other government departments. When the SARS COO started to interfere with Home Affairs it was clear that he will run into trouble. Then add all the favouritism/nepotism as part of the IT projects where only a select few (and some very incompetent/overcharging) service providers were involved, it is really obvious that it had to stop.

As much as Hore was instrumental with e-filing he was perceived by staff and suppliers as a ruthless executive who oftentimes put his own interests ahead of SARS (which become very apparent during his stints in 2012/2013).

IIRC SARS had to assist Home Affairs during the 2010 WC, they had to build them a new system within weeks because what HA had was basically shambles. SARS also provided HA with staff during the 2010 WC, the one requirement was that the faces had to be black to portrait the ‘right’ image to the rest of the world.

Imagine another 2 million people in the queue if it wasn't for the failed modernization. You have absolutely no idea do you but hey go back to the stone age Africans loves it ... the only thing that failed here is the lazy sars employees and the cow boy of a ceo.

By Tuesday morning (18 November 2014), 3.8 million South Africans had submitted their tax returns, the SA Revenue Service (Sars) said.

“Of those, just over two million returns were completed via eFiling and over 1.8m completed electronically at a Sars branch,” spokeswoman Marika Muller said in a statement.


So lets use the hard numbers of the 3,8 million tax payers 2 million did it through the "failed" modernization efiling ... oh wait that looks like more than half of the people how amazing... it must be a massive failure.

Another ANC cadre doing the bidding of his master thats all ...

yeah I have no idea, do you know who Barry Hore even is? If you don't and you don't know his history then I'm afraid you are the one that knows nothing and how modernisation has failed.

do you know how much modernisation has cost SARS and over what period? if you think modernisation has been a success and Hore should continue to stay on at his post then you are delusional.
 

If it is true that the SARS purge is as a result of ANC election T-Shirts being held in customs, then we are truly at a low point and it really marks the end of any semblance of good governance, anywhere in SA. The one principle that SARS held inviolable, the principle that we don't always like but which ensures fairness, is the certainty of death and taxes. It has always been without question that SARS always gets its due with no exception and no favour. If it starts to seem that SARS is malleable to the elite and powerful, all bets are off and we will become a full on corruption economy where SARS will gradually slip into irrelevance and it all just becomes a matter of bribing whichever thug we need to in order to get things done.

Look at the queues outside ATMs, even with the existence of internet banking. The other day even I had my doubts of putting money physically into the bank via the ATM, because that kind of tech was new to me.

Apparently you just take a pile of notes and hold it for the machine to take.

Our neighbor is trying to figure out efiling and constantly have to calls Sars for assistance just in order to figure out how it works.

Now if we weren't so backward in terms of communication, our SABC was actually run by someone competent, the tech would be more widespread and you'd have more people that can learn from each other and SABC itself could be used to actually teach people about these things.

I see queues outside ATMs, maybe towards the end of the month. The queues at SARS branch offices have grown in recent years, and they are not towards the end of the month, its everyday. If thats what modernisation aimed to accomplish then yes its been a success and Barry Hore deserves a huge bonus.
 
I have never heard a entirely positive opinion on Barry Hore since his Nedbank days. Somewhat of an autocrat that tends to alienate his team apparently, such a leader wont last long IMO in any organisation, if anything you bring them in for a specific project and they must leave afterwards

^^^ True that. On the surface many things within Sars look brilliant. People who worked close with Barry will know exactly what is going on. The majority of those people (and even top-level executives) where too sh*t scared to challenge Hore as he held a lot of power during his reign and could ruin your life and company in a heartbeat.
