Top mobile data city in SA by usage

Vodacom and Cell C have revealed the top cities in South Africa, ranked by mobile data consumption

Higher income areas' homeowners associations and municipalities have a policy not to approve cellphone towers. 2100MHz just don't go as far as 900MHz.
