Not possible... eg. 5 houses in street and the middle one has a legal connection and the other 4 not. You cannot disconnect house #3.Much easier solution is to cut them off the grid and even get a safety margin.

I gathered as much. What I'm saying is that your proposed actions will not hit its intended target (Eskom) but rather innocent bystanders (fellow South Africans). As far as Eskom is concerned there have been zero craps in my location for years now.
The solution is simple.
Subsidize gas appliances. People will then switch over to cheaper gas and stop using electricity.
"Save power this winter, pleads Eskom" I don't know how to "save" power unless you have some capacitor storage, however one can use less. fwiw
Gas isn't cheap anymore. Was about R190 for a 9 kg refill a week or two ago.
I use it for heating. Run one bar for around 4-5 hours a night. Lasts 2-3 weeks. Only takes the worst of the cold away.

Dear Eskom :

We had a 5 plate gas hob installed last week with a 46kg bottle. Hoping to see a few years use before a refill.
300L solar geyser installed a year ago. Already seeing the monthly savings from this. Hope the gas hob reduces costs further.
Excellent. Solar geyser do help a lot.
Planning to get a gas hob etc.
