Yip, they migrated there ADSL clients to them a month ago
Obviously SEACOM has used sub standard cable to cut costs.
How do you figure that?

When was the last time you heard of SAT3 having this issue?? Yet SEACOM has it almost every other month

SEACOM is continuing its work to restore the capacity on the link that was cut between Egypt and Marseille on the morning of March 22.
As our customers have been advised overnight, the current delay is due to issues in getting the cross connects between the two stations in Marseille up and stable. These cross connects are the final step in bringing the restoration capacity into the SEACOM network in Europe. We are continuing to work with our partners today, and will update as we make progress and have clarity on restoration being available.
We again apologise for the problems this is causing our customers and partners.
Seriously how does this deep (possibly) buried cable just break? surely they are too deep for a ship to hit.
