how many hygiene issues relating to slaughtering of animals on Eid day have you heard of in South Africa over the past 20 years

Hygene sure valid and i agree with - you can cater if you have a large enough place and get permission - which i gather from the article this guy didn't.
So 1 guy doesn't do something correctly we all backward? mmm -
It ends up being a hygiene thing in my mind more than anything else... even at 1 animal being slaughtered. Residential properties are not geared for it at all.

How is slaughtering at home any different to slaughtering on a hunt?
Sure there are some people who would get it horribly wrong....but it's really not that hard.
Not in the slightest in my mind. Yes personally I despise the practice of slaughtering and animal at your private home... but I do understand the religious aspect and from my mind the rules just need to be followed and also a bit of understanding that not all neighbours would be comfortable with the idea so try be a bit discreet about it.. as in don't have the animal tied up for days before the event and all that.
Look i think we both on a similar points - I know a plenty of people that have big enough area at home get neighbor's permission (or do together with) clean up and you would never know. and of course you then get the guys who don't and cry foul when called out - so those complaining end up accused of racisms (and they not) and of course you get those who complain just out of prejudice

where in the article you read does it mention that atleast one slaughter has taken place on the property or that it will take place on the property?

The conditions for Halal slaughter can be summarized as follows:
The animal must be alive at the time of slaughter.
In general, all forms of stunning and unconsciousness of animals are disliked. However, if it is necessary to use these means to calm down or mitigate violence of animals, low voltage shock can be used on the head only for the durations and voltage as per given guidelines. Stunning through a device with a non-penetrating round head, in a way that does not kill the animal before its slaughter, is permitted, provided that certain conditions are adhered to. The animal must be slaughtered by the use of a sharp knife. The knife must not kill due to its weight. If it kills due to the impact the meat may not be permissible.
The windpipe (throat), food-tract (oesophagus) and the two jugular veins must be cut.
The slaughtering must be done in one stroke without lifting the knife. The knife should not be placed and lifted when slaughtering the animal.
