Unfortunately can only be banned by national government who seems to not want to do so. Ironically most shops selling them will not be paying tax on them as they are normally sold in little shops that prefer cash to avoid being taxed!
Thankfully the CoCT has seen the light - in CoCT it is ILLEGAL to set off any fireworks without a permit....if you have not applied for and been granted a permit to set off fireworks, setting off fireworks in any form is ILLEGAL. Unfortunately there are still those who seem to think they are above the law or the law does not apply to themselves and selfishly set them off. Seeing the trauma to animals is heartbreaking - even if in "designated areas" there is wildlife nearby who are affected badly. Not only that the pollution created is disgusting as well.

Typical arrogant response. Humans are part of the animal kingdom, since when did we gain more rights than any other animal? Why must my pets suffer for your 2 minutes of selfish fun? Nothing works for my animals I have tried, I have to watch them suffer each time because people cannot think about anyone or anything other than their fun. And how do you propose wildlife are supposed to be protected? They suffer major trauma because people like you are to selfish and only think about yourselves. Grow up and start thinking outside of your little world and start caring about everyone and everything around you for a change.

Even dimmer view......neither gave us the right to terrify or abuse other animals just for our own enjoyment. I guess you are one of those that hits their animals for fun or enjoys seeing animals being abused? No? Well then how is terrifying them with fireworks any different? It is still abuse and is still showing your "domination" over the animal kingdom, showing that humans do not have any compassion. We should treasure our position and look after the world and its kingdom we have been given control over, not use and abuse it for our own pleasure and fun!
