I owned (and ran) a vape shop until last year, and we were involved in the process to engage Guavamint over the proposed changes in the tobacco bill. Suffice to say that vaping is not the same as smoking. We have empirical evidence to show this.
I can also confidently say that as an industry, we welcome regulation. That is exactly what is needed to stop boet from mixing juice in his bath tub and selling it to his neighbours. However, it is believed (and has been put to guavamint) that it should be taxed differently, and handled differently. That isn't to say that vaping should be allowed in public (we encouraged vaping guidelines to our customers). I fully support no smoking or vaping in enclosed spaces, and we never took our devices out in public.
The OP asked if smoking should be dealt with same as smoking. I vote no, but there are many nuances that can and should be taken into account. I want to klap a vaper that blows huge clouds in public, or doesn't take others into consideration "because he can".
I know many ex-smokers that would not have been able to quit smoking (my wife, a smoker of 30+ years is one of them) without vaping. No, it isn't for everyone, and indeed, I've told many non-smokers to leave well enough alone. It is an effective harm reduction device for smokers and should be recognised as such within the law. It infuriates me to see such an effective quitting method being lumped under the same banner because of pure ignorance and/or incompetence.
