Slow Line Speeds

Hi all,

About 4 months back I upgraded to the 4mb line, and I was getting down speeds of about 400kb/s. For about 3 months now, I have been lucky if I get over 200kb/s. I was wondering if anyone could explain what the problem may be, and how I could go about solving it.
