How is Steam not scalable at the moment?
What do Microsoft's other offerings in SA run on? I mean, Office 365 is (partially) hosted here right?
I'm sure its not as easy as a server two. But if MS has any hopes of eventually selling the XBO here, they will need to bring Azure out here. Plus I'm sure other services depend on it. And it could be a competitive offering, say for companies currently using EOH or something similar.
Maybe a better question is why have MS not brought Azure here already?

Live scalability, altering an active server busy processing and general utilisation. No, 365 is not hosted partially here, we connect to Dublin.
To answer your last question, SA do not meet the capacity required by these entities. MS and Google set their deployments between 2(3)-5 years. Two other large entities, one being appreciated by the MyBB community had withdrawn due to them not meeting the requirements, the one company will only re-evaluate in 2018.
How much do you think a 1:1 4TB (up/down) connection costs with international breakout and peering between data centres, excluding the data? This is only a part in the broadband as their will be additional broadband requirements, like secondary backbones etc. Then we have the data centre requirements, CDN's, hardware, employment etc. etc. etc.
Compare the above with what you can obtain in the US, Europe and Asia.
