Strange E173 issue

I'm having a strange issue with my Huawei E173 modem dongle on my XP laptop.

It works fine when I insert it into the USB port and I can connect and everything... the problem comes when I try to eject it.

I click on Safely Remove Hardware, then select the modem to remove... then nothing. In explorer the modem is still present. Even without doing all that, and just pulling the dongle out of the USB port, in Explorer it still displays the modem as being present. If I put the dongle back in, I can't use it to connect again. My laptop won't sleep either afterwards... almost as if the laptop is still busy trying to "remove" the modem.

Any ideas?
 
One note is that if you Safely Remove Hardware, it removes only CD-ROM or SD device (not sure this particular model has). Antivirus checking CD-ROM device?
Secondly some other active application accessing USB device might prevent unloading drivers or these drivers are hanging.
1. Try the latest drivers, check running applications.
2. Remove any memory card from the modem if present (not a SIM card of course).
3. Known issue on XP, you need at least XP SP2 to work properly with USB 2.0 devices.
4. Power management issues, try disable for the moment power management (or change to desktop type) and see what happen.
