How can the oke charge R20k to climb into the attic with a torch?It would still apply to all the owners, as the complex money is from the fees paid, plus no structural engineer would just do one place and sign off a complex. As there could be other factors that might affect the roof. Plus of course the structural engineer wants money.
This attic is huge, can fit a whole extra floor in there.
No idea, but it's the same as the guy who comes to "draw" up the new plans for a place. Bureaucracy allows high fees for things, just look at all the fees the government wants for things that don't make sense.

The inspector charged my R5000.00 for the inspection, report, and certificate (which will only be issued upon having the required reinforcements done), whilst the reinforcements will cost me between R15 000 and R20 000.
Have already paid the engineer the R5000.00

Well it is clear that you are more knowledgeable than the structural engineer. Grab the relevant SANS (10400?) code, get the information of your roof structure, truss type , truss bottom and top chord sizes, point loads, bearing on the walls. Compare it to the SANS code and show the engineer that you know more than him and that he needs to give you the certificate. I would also report him to the engineering council as he misleaded you and wanted to do you financial harm.

it doesn't matter, you're in a complex you need to follow their rules, that they do need to provide to you. If this requires strengthening then it is needed.

Exactly! Why would the engineer want you to make unnecessary changes? You can get one if those engineers the estate agents use and give them some money to just give you a certificate.
That is it, you can moan as much as you want sadly, but you live there and need to follow what they want or need.
