Tablet needed for relative - advice required!

G'day all

I have recently been tasked with finding a tablet for an older relative that will be used for basic stuff like Facebook, WhatsApp and maybe the odd picture or two.

Requirements:
-Must be able to accept a SIM card
-Must have 'phone' capabilities so that WhatsApp is able to work (WhatsApp apparently doesn't work on tablets without this)
-7" form factor
-Rear camera

I would like to do this on a strict as budget as possible (under R1000) but I think the R750 - R1000 range would yield the best results. Wifi-only tablets are a lot cheaper but this will unfortunately not do as it will be used in an area with no Wifi access.

Any advice or suggestions will be greatly appreciated!
