More and more people are moving to it. Radio OFM, has moved, and as result a number of folks I know of have moved as well. Also a number, of people I would not have expected it from, are getting leery of What's App.

NHSA uses it too. WhatscApp wouldn't give them a business account because they are a hunting and shooting association. Hoplophobica.

400m is a lot. It all depends, every single contact is now on Telegram for me, while my one friends has 2 (he's still keeping telegram either way as we use it for calls on desktop since discord has some install problem he can't fix without basically wiping the machine).

You have to tap on it to download. It does not download automatically. So you can do it when you are on wifi.
Ah, so same as Whatsapp.
OT question: Does Telegram also rename received files like Whatsapp? Having all these AUD2020's and VID2020's is annoying.

I think it does. If you save a received pic for example to your galary (it does not do this by default...think it is so it does not clutter your galary), then it saves the pic with the current date as the file name.

You set want size to auto download. Very granular like most of Telegram.
You can set for Photos, Videos and Files for both WiFi and Mobile Data. You can adjust the MB for each. You can also set each for Contacts, Private Chats, Group Chats and Channels.
