That was a terrible experience. The Telegram onboarding process has been improved a bit since. I have signed up accounts without any issue since.

Also, when having registration issues. For some reason Telegram X (the app, on the latest beta branch) don't have the quirks.
 
Telegram is for scammers and two dollar whores wanting to sell their nudes.
